National Grants and Funding Agencies
Business Finland – Finland’s central innovation agency (formerly Tekes). Provides non-dilutive grants and low-interest loans.
Tempo Funding – Early validation grant for startups (<5 years). Max €60,000 covering 75 % of costs (min €30 k own funding). Requires ≥2-person team. Focus: testing product-market fit in international markets.
⚠️ Update: The Tempo call closes 3 October 2025 due to budget constraints.

Young Innovative Company (NIY) – Scale-up funding of up to €1 M (two tranches of €250 k, plus €500 k final grant). Eligibility: <5 years old, global growth potential, ≥€420 k revenue, scalable model. Typical winners: 4 years old, ~13 employees, €1 M+ raised .
⚠️ Update: NIY funding call paused 10 October 2025.

Deep Tech Accelerator (DTA) – Tailored for science-based startups. Three phases of €400 k each (first two grants, third loan). Covers 75 % of costs over 12–18 months. Designed for 10–15 startups annually.

Creative Industries R&D Calls (2025) –
  • Creative Industries & Leveraging Companies Call (22 Jan–31 May 2025): Grants min €50 k for R&D. SMEs cover ≥50 % of costs; non-creative firms must allocate ≥40 % to creative services.
  • Co-innovation Call (22 Jan–27 Aug 2025): Consortia of ≥1 research org + 3 companies. Grants: 80 % for research organisations, 50 % for SMEs, 35 % for development projects.

Rise to Challenge – New long-term research instrument. Pilot in early 2025 funded five digital-security projects (€3–5 M each). Formal call scheduled autumn 2025.

Research to Business (R2B) – For universities/commercialisation projects. Typical grants €50–100 k for proof-of-concepts, helping teams spin off startups.

EU Proposal Preparation Funding – For Horizon Europe/EDF consortia. Up to 75 % / €60 k for proposal costs (project ≥€3 M), and 50 % / €200 k for Innovation Fund proposals.

Start-up Grant (Starttiraha) – Daily allowance €37.21 (~€740/month) for 6 months, extendable to 12. Supports entrepreneurs’ living costs, not business expenses.
SME Voucher Schemes
Innovation Voucher – Formerly €4.5 k (75 % funding).
⚠️ Closed permanently 17 October 2024.

Company Vouchers (regional pilots) – e.g., Rovaniemi grants up to 40 % of eligible costs (max €4 000) for feasibility studies, marketing, and training.

EU SME Fund 2025 – Vouchers for IP rights (trademarks, patents, plant varieties), up to €1,500–3,000 per SME. Finnish startups can apply directly to EUIPO.
Loans and Public Venture Capital
Finnvera – state financing company & ECA
  • Entrepreneur Loan – For new entrepreneurs. Amount: €20k+, term 5–12 yrs.
  • Growth Loan – Subordinated mezzanine debt. Min €500 k; projects usually >€1.5 M; requires ≥20 % self-financing.
  • Digitalisation & Innovation Loan – For investments €150 k–€2 M. EIF guarantees 60 %. Term 12 mo–10 yrs, risk-based pricing.
  • Climate & Environmental Loan – Same terms as above but for green investments.
  • Micro-enterprise Growth Loan – Pilot (€20–50 k) ended 31 March 2025 after issuing €20 M. Continuation under review.
  • Export Credit Guarantees – Cover 50–90 % of risk on international receivables, enabling SMEs to offer buyer credit.

Tesi (Finnish Industry Investment) – State VC & fund-of-funds. Tickets €0.5–20 M in startups and growth firms, always co-investing with private capital.
⚠️ Update: In 2025, Tesi absorbed Business Finland Venture Capital, Oppiva Invest, and the Climate Fund into one consolidated state equity investor.

Nopef (Nordic Project Fund) – Conditional loans up to €50 k (50 % of feasibility costs) for non-EU expansion. Converted to a grant if the project succeeds .
Tax Incentives
R&D Super-Deduction – Permanent. Extra 50 % deduction on R&D costs; 150 % deduction on subcontracted R&D from universities/research institutes.

Accelerated Depreciation – 50 % annual depreciation for machinery & equipment acquired 2020–2025.

Employee Share Issues at Mathematical Value – Employees can subscribe shares at fair market (book) value without wage taxation; gains taxed as capital income (~30 %). Supreme Administrative Court confirmed this treatment in March 2025.

Foreign Expert Flat Tax – 32 % flat income tax for up to 5 years if monthly salary ≥€5,800 and no Finnish tax residency in past 5 yrs.

Tax Credit for Large Clean Transition Investments – New 2025 instrument: 20 % credit on eligible costs (min €50 M projects, max €150 M per firm). Call ran 24 Mar–29 Aug 2025.
Regional & Municipal Support
ELY Centres (15 regional hubs) – Administer business development aid covering 10–50 % of SME costs for development/investment projects. Higher rates in North & East Finland. Also provide training subsidies and wage subsidies for hiring.

Local Incubators & Competitions –
  • Helsinki: NewCo Helsinki, Maria 01 campus.
  • Turku: Startup Journey.
  • Tampere: Startup Studio.
  • Oulu: health tech & deep tech accelerators. Municipalities offer prizes (e.g. €5–10k contests), subsidised office space, and youth entrepreneurship stipends.
Startup Visa
Startup Permit (Residence Permit for Entrepreneurs) – For non-EU founders. Requires:
  • Innovative, scalable business idea.
  • Positive Eligibility Statement from Business Finland.
  • Proof of sufficient living funds.

Issued for 2 years, renewable. Founders gain equal access to all public funding instruments.
Cities like Helsinki offer Soft-Landing services under “Sisu Factory” to help foreign founders network and integrate.
